@Mel the problem is it’s arbitrary. You could make up any rebus rule and apply it to a puzzle, but without a revealer or a clever wordplay trick it’s just pointless.

@Brendan frustrated me no end! Clue could have easily been “How many states begin with B”. Come on editors!
