A card does not indicate a penalty in soccer. Penalties are kicks from the penalty spot. It's possible to have a penalty without a card and very possible to have a card without a penalty.
@Barry Ancona Wikipedia isn't the arbiter of what something is called. Cards do not indicate penalties in soccer. Penalties in soccer are kicks from the penalty spot and cards can be given for any number of offenses that don't involved awarding a penalty to the other team.
