13A "Cost-efficient" is the wrong clue for ECONOMIC. The proper answer for that clue would be ECONOMICAL. Economic refers to matters related to trade, industry, or money, such as economic policy or economic growth.

@Dave K. Rootle is indeed a word. As for the others, I'm willing to cut the author a little slack because of the ingenious construction and the elegant and clever word play with the key (color) clues. This was a fun and mind-bending challenge.
